Overview & Update 
2000-2012
This report is presented in two parts: 
Part One below, is an update of Jubail's 2004-2009  levels of foreign and industrial investment including a summary of industries presently operating and an overview of investment by sector. Also included is an overview of the major new industrial and infrastructure expansion plans being developed for the city, termed Jubail Industrial City II.
Part Two is an overview of the initial planning and development of Jubail starting in the mid 1970's to the present. Also, included is an overview of the key roles played by Jubail and other major industrial projects in the Kingdom's economic development. A few personal observations by the author are also included.

Part One

 Jubail Industrial City 2 

Massive New Foreign Investment Expected  

The preparatory construction work for  Jubail Industrial City 2 is currently in full swing. This massive new undertaking in the Kingdom is expected to attract over SR 200 billion in investment mainly from international sources..

Four Phases of  Industrial Expansion Planned

The development of Jubail Industrial City 2 is divided into four phases, which are to be undertaken during the next 22 years. The Phase I already underway will be completed by 2007. Phase II will begin during 2008-2012, Phase III during 2013 to 2018, and finally Phase IV during 2019 to 2022. As with the original Jubail development, the Royal Commission for Jubail and Yanbu is undertaking the project under the supervision of Bechtel, which has played a key role in the development of Jubail during the last 30 years.

The total four phases of development for Jubail Industrial City 2 is expected to cost about SR 14 billion allocated as follows: Phase I - SR 4.7 to SR 5 billion, Phase II - SR 2.5 to SR 3 billion, Phase III-SR 1.8 to SR 2 billion, and Phase IV - SR 2.5 to SR 3 billion. 

Phase 1 will be composed of  eight blocs of industries each with several industrial plants. 
Phase II is expected to include  four blocks of petrochemical industries plus areas to accommodate secondary and support industries. Phase III is planned to have an additional three blocs of petrochemical industries along with secondary and support industries. Phase IV is expected to  have four industrial blocs for aluminum and other smelting plants, including additional areas for secondary industries. All the petrochemical industries planned for Jubail 2 are expected to receive their natural gas feedstock s from the Saudi Aramco  Uthmaniyah project area.

 The site preparation has been a monumental effort involving massive  cut and fill operations for the rolling hills. Totally over 20 square kilometers, to prepare the site will require moving over 35 million cubic meters of earth. The four stages of site preparation have included clearing the sites, compacting of the land, adding first layers followed by subsequent fill layers to complete the required development platforms.

Utility Expansions & Train Tunnels

The establishment and relocation of utilities and infrastructure is also being done in parallel with the site preparation. Key projects include extensions of the seawater cooling system, new potable water, supply, new 34.5 KV to 230 KV substations along with expanded telecommunications and fiber optics facility. Roadway and highway expansions connecting the original Jubail areas with Jubail City 2 are also being undertaken in Phase 1. This includes a 400 meters wide and 3.8 kilometer highway from the original Jubail Industry City to Jubail City 2 which also had to traverse the gas and oil pipelines of Saudi Aramco.  This highway will also accommodate the proposed rail route by the Saudi Railway Organization (SRO) and consists of a proposed tunnel for cargo trains connecting the city area, the seaports and the Jubail airport.

Seawater Cooling & Port Expansion 

To meet the massive project demand for seawater cooling in Jubail 2, massive four-meter diameter pipes are being installed for the first time in the Kingdom. Each new industry to be located in Jubail Industrial City 2 is expected to need about 6,000 cubic meters of seawater for cooling daily.

To accommodate the industrial growth at Jubail,  a new  800,000 square petrochemcial quay at the Industrial Port is also being developed. 

Employment. Population & Housing Growth

To meet the community development needs associate with the new expansion, plans area also being made to develop new housing facilities to accommodate about 50,000 additional people in the new 1,000 hectare Jalmudah District of Jubail City. When fully operational, Jubail 2 is expected to generated about  55,000 new direct jobs along with over 330,000 indirect jobs.
